If I needed to contact the company in charge of this game who do I contact? Is it Arcgames? Gearbox? Cryptic?

Cryptic Studios owns and operates Star Trek Online. Gearbox is the publisher.

Besides that contacting the upper management will not get your pet peeve fixed any sooner, at best they'll ignore you.

In addition, Arc is just a software. This is the equivalent of adressing "Steam" instead of Valve.

Cryptic is overseen by Deca Games as part of Embracer Group, as per the Wiki:

"Cryptic Studios is an American video game developer specializing in massively multiplayer online role-playing games. It is headquartered in Los Gatos, California, and was a wholly owned Perfect World subsidiary, and is now owned by Embracer Group through its subsidiary DECA Games."

Cryptic still has it's own management, AFAIK, which is in turn overseen by Deca Games management, which is in turn controlled by Embracer. You'll have to decide which level of control your problem entails. GL.

For any issue you're likely to have as a consumer then STO support's going to be your best option.

    https://support.playstartrekonline.com/hc/en-us/

Reaching to a head honcho's email account for something like "I AM FRUSTRATED ABOUT LAG" or "I need help with the game" is only going to get punted back down to regular feedback/customer help channels, if they respond at all. Higher entities like Deca, Gearbox Publishing, and CBS will also have nothing to do with the regular operation of the game. So, you need Cryptic and Cryptic has tools in place to take your call, as it were.
