Special Ops Multi-Class Character creation please

Biggest pet Peeve i have is all i want is one class for all ships. We do have a Multi-Class Ship category why not have a Heroic character Starting at level 60 as a special OPs class that can fill any roll of any ship. Specifically trained in Tac, Science, and Engineering. With a Very short Tutorial, please. that is a Section 31 Character. Being specialized in all Rolls of Command.
