Question about Dominion Defense Screen

I've got an Intrepid with plenty of good offensive and defensive consoles on board. I'm wanting to add one more good console. I see the Dominion Defense Screen listed as a universal console with excellent defensive capabilities. Does anyone know if a Federation captain can use that on a Starfleet ship? Also, what is the cool down time? Any info would be warmly welcomed.

After having a look at the Dominion Defense Screen one thing that came to mind is that it has about the same passive stats as an Assimilated Module.

The console has no restrictions on it and can be equipped on any ship in any console slot.

if you are a sci/epg build the dominion screen is a waste.. if you are building a Warship it might work
