At what point can my other characters access my shared bank.

I started a Rom, KDF, and Jem to see if I preferred something other than Fed.

Would be nice to give them some starter cash.

Now only standard (2409) Feds and KDF have access to account bank immediately.

Romulan and Dominion characters have to wait until they choose an alliance.

TOS-Fed and Disco-Fed characters have to wait until the timeskip.

Most of what eazzie syas above is correct, except that 2409 Fed & KDF must have completed their Tutorials to gain access to the account bank.

To add a bit more detail to what's mantioned above:

• Dominion characters gain access to the Account Bank after completing the mission "Home";
  (eazzie was not entirely correct above on this one)
• TOS Starfleet gain access to the account bank after completing "The Battle of Caleb IV";
• Discovery-Era Starfleet gain access after completing "Downfall";
• Romulan Republic characters gain access to the Account Bank after finishing the mission "Turning Point".

if you are trying to get crafted stuff to a new player you might try mail. I know TOS doesn't get access to mail till you leap, but the other factions do I think

You just need level 62 for Jems, not any particular episode. "Home" makes you not dependent on the White though. I quickly spooled up a Jem on the last day of this last Recruitment Event, and have done none of the Jem'Hadar missions besides the mandatory 'tutorial', and have access to Account Bank, TFOs, and Patrols that are locked at first.
