Accepting Armada invites?

What fleet rank is able to accept an armada invite for their fleet...

I just came back after being out of the game for several years and I'm the highest ranking fleet officer in both of our fleets.

I want to give my 1st officer ( 2nd highest fleet rank ) the ability to accept Armada invites as well as the ability to perform Armada functions.

I last played this game pre-Armada system. I did a thorough search on the internet and I was unable to find this information...

And yes, I know I can do it. But considering my 1st officer is more familiar with the game's current incarnation, I want him to manage the Armada but couldn't find anything in the permissions specific to Armadas.

    Only Rank 7 in a fleet can accept armada invites.
