Add important messages to the langing page

Since the disabling of the extra Dili was not on https://www.arcgames.com/en/games/star-trek-online/news/index or in the launcher, I got the cooldown without Dili. Important Messages should appear on the landing page.
This could also be used for maintance warning.

Edit: Something small as the message on the launcher or the chat message (only persistent).

    The relevant information was posted here on the forum and on X. Numerous threads were created about it and the community posted where to find the information on the forum and for those who do have access to X the community made those posts available to others too.

    In my case I saw the notice on social media and was able to wait until the issue was patched. However, I do agree an in-game message would be nice. Something like Neverwinter has now. Where important information about bugged events, items, etc. shows up on their Home screen (which is very similar to our Welcome Back screen) with a large eye-catching red dot.
