Try to use the sto wiki first. If the answer you seek to is not on there then use the forum to reach out to other players

You can purchase Phoenix prize packs from the Dilithium Store and then convert them into Phoenix Universal Tech upgrades.

Usually I try to wait for upgrade weekends if I have a lot of upgrading to do or am trying to take something all the way to epic quality because there's more technology points per upgrade during these events.

Phoenix prize packs are the most efficient way to get tech points. They only cost dil, and the dil cost is less per tech point than the green/blue/pink upgrades you can craft or buy on the exchange.

Save up your dil until you have 40,000 so you can get a 10-pack since that saves you another 400 dil per pack.

Watch out for some of the free "no dil cost" upgrades from Romulan Rep and Recruitment events. Many of them say "No Quality Improvement Chance" which means your gear can't go from Rare to Very Rare, VR to Ultra Rare, UR to Epic. The level can increase but not the quality.

Those are best used on something that is already at maximum quality: Ultra Rare for crafted Kit Modules, Epic for most everything else.
