You could try Recursive Shearing at the Commander rank.. it works nicely and doesn't require any EPG or anything like that. Have used this on a tactically focused ship to good effect.
On a science ship my Commander rank is usually Gravity Well 3 with Chronometric Inversion Field (CIF) and Timeline Collapse squeezed in elsewhere (amongst deteriorating secondary deflector triggers) as these two proc the Starship Trait Spore Infused Anomalies.
CIF seems decent from a defensive perspective. Also Casual Reversion can be a decent heal.
Channeled Deconstruction, Entropic Cascade, Entropic Redistribution, and Rapid Decay are others I've fiddled with.
The Entropy builder/consumer thing (sorta like expose/exploit) does work so consider trying to build entropy then consume it.
Sorry for no "magic answer" (i.e. use these two and everything blows up) as it depends on what your focus is on (i.e single or multi-target, heal, offense or defense) and what you're flying and spec'd for
is it a sci build? escort? it clearly depends on what you are doing. Personally, I no longer use temporal powers on my sci builds, my top three sci spots go to GW3 VCIS3 and SSV2
