Buff/skill improvements: percent or percentage point?

Many various buffs/skills are described as increasing or decreasing something by n%.

Do they actually mean %? i.e. 1% with a 5% increase becomes 1.05%.

Or do they mean pp (percentage point)? i.e. 1% with a “5%” (5pp) increase becomes 6%.

    "1% with a 5% increase becomes 1.05%." Is rarely a thing, but still a thing, with 'final' modifiers, like [Dmg] on weapons

Except when it's final like mentioned above, weapon power reduction (can't hit zero drain unless the specific thing says it sets it to that), armor (which has a specific enforced diminishing returns curve and can't exceed 75% actual), bonus armor (different, softer diminishing returns curve, can exceed 75%), times when it just means it gives that much stat increase without the percent, etc.

    If I'm understanding that page correctly, it's percentage points when adding and percentage when applying (multiplying).
