The Ability to summon a Federation Miranda Frigate into Battle

So I've been Star Trek Online for a while and sometimes I noticed that some one well summon a Miranda class into battle I've tried to look into how to do these for my Carrier build and I'm getting nothing so I'm hoping that some know how to do these please and thank you

Do little circles that give buffs fly out of it? In which case, that's the Kobayashi Maru Transponder, not a Miranda, though they look similar if you don't notice the bottom cargo pods. It's an old Event reward. It's not worth the price (even on sale) from Mudd's store if you don't have it already, sadly.

no it wasn't the Kobayashi Maru Transponder that ship give's out passive ability's to you and your allies and it cant attack the one I keep seeing is the Miranda Frigate that well engage target's it's a rare sight to see one of these ship's called in and each time I asked but no one answers the question's because they either close the chat or just ignored the question's

If you also have https://stowiki.net/wiki/Flagship_Distress_Frequency_Transponder you can summon THREE ships.
