Infinity Upgrading bugged

I had a character hit 50 a few days ago, been using items from the Risa summer event, as well as the Hysperian cruiser, before that point. Typically, level 50 is when you're able to upgrade Infinity items (that is, items with the Infinity symbol on them, instead whatever Mark they are, i.e. Mk VIII). However, on this particular character, this is not working. The option to upgrade to Mk XII does not even come up on the list. I claimed the same ship on a level 65 character, and was able to upgrade the beam arrays as normal. But on my now level 53 character, I cannot, nor can I upgradfe the kit, shield, or weapon from the Risa event.

    Upgrading a levelless item was moved to level 60, and as such the item also scales to 60, the more details of the item should mention this information.
