Those of us who play on PS4 and Xbox and have our own personal fleet, have long had to bear the broken way that the game seems to randomly promote a different alt whenever we try to promote our own characters.
In actual fact, I've observed that the game will promote whichever alt is top-most in the list, according to the default sort-order.
If you change the sort-order to something else, it still will try to promote the top one from the original order.
Using this information, I have managed to find a way to promote my own alts within my own fleet when they are offline because I've got a different character online.
The method I describe below relies on having access to a second PS4/Xbox account, or a trusted friend, to get your initial character promoted properly, but thereafter can be done with just one account.
Firstly,
take note of the order your alts appear in the Fleet Roster - they tend to be in order of character creation with the oldest at the top and the newest at the bottom.
(This means any new characters you might make will appear below your current ones and you'll need to go through this whole rigmarole again if you wanted to add new characters and promote them.)
The process is long but, here we go...
- First, take a look at your Fleet Roster and note the order of your characters.
For example, let's look at my "Example Fleet":
- Captain1@handle
- Captain2@handle
- Captain3@handle
- Captain5@handle
- JamesTK@fanboy1701
- Captain6@handle
My characters all have the "@handle" after their name. I had 6 characters at one point but deleted the 4th one for whatever reason. It's worth noting that "Captain3@handle" is currently the Fleet Leader whilst my other alts are all stuck at Recruit. If I try to promote any of them, it's "Captain1@handle" that gets promoted, whichever one of them is highlighted.
Additionally, "JamesTK@fanboy1701" is one of the four other players who helped create the fleet and asked if they could remain.
I'll have to be careful not kick them accidentally.

- Now, I need to create a second PS4/Xbox account and make a character and get them through the Tutorial.
Once I have them in the fleet, I can promote them to Leader.
So, I now have:
- Captain1@handle
- Captain2@handle
- Level3Alt@handle2
- Captain3@handle
- Captain5@handle
- JamesTK@fanboy1701
- Captain6@handle
To finish off this second step, I must promote "Level3Alt@handle2" to Fleet Leader, and wait for the provisional 14-day timer to run itself down fully before I can move on with this process.

- For the following steps, we'll need to wait the full 2-weeks for each one to become a proper leader OR we can utilise "Level3Alt@handle2" to speed this process up, provided they've reaches full Leader status and are no longer Provisional.

- Now, to starts promoting my "@handle" characters to Fleet Leaders, I need to get the bottom one at the top of the list.
That means I have to kick all my "@handle" characters except "Captain6@handle".
I can then use "Level3Alt@handle2" to promote "Captain6@handle" to Fleet Leader.
(Again, "Level3Alt@handle2" must have their Provisional status cleared by waiting 2 weeks.)
My Example Fleet now looks like this:
- Level3Alt@handle2 (Fleet Leader)
- JamesTK@fanboy1701 (Whatever rank they normally are.)
- Captain6@handle (Provisional Fleet Leader)
Finally, I need to wait 2 weeks for Captain6 to become a Full Leader.
(Alternatively, if I can be bothered switching account to "Level3Alt" all the time I can continue without the 2-week waiting between charcaters.)

- "Captain5@handle" can now be re-invited to the fleet, so I send him an invite from "Captain6", switch to "Captain5" and accept the invitation.
My Example Fleet roster will now look like this:

- Captain5@handle
- JamesTK@fanboy1701
- Captain6@handle
"Level3Alt" can now properly promote "Captain5" to Fleet Leader without issue.
"Captain6" will only be able to promote to Senior Officer if they're still Provisional which is what slows this process down. We need "Captain5" to be at the full Leader rank before I can promote any other character.

"Captain3" can now be re-invited and promoted using "Level3Alt", "Captain6, or "Captain5" as long as neither of them are provisional.

"Captain2" can now be re-invited and promoted using a Non-Provisional Leader.

So, there's 2 ways to have done all of that:
- Have a friend promote your bottom character in the roster;
then do all the promoting yourself, waiting the full 2 weeks between re-inviting and promoting each character;
or
- Use a second account to make a new Leader;
wait the 2 weeks for them to no longer be Provisional;
use that second account to promote all your original characters.
It's a long and tedious process waiting 2 weeks between each character, but the second option means you can get all your characters promoted within and hour or so as long as you use that second account to do all the promoting.
I've tried to demonstrate what must be done at each stage of this process but I'm happy to try and answer any questions.
I hope this post provides some insight into the way the promotion system is massively broken for Console players, but provides a method to get around the broken way it works.
I find it highly interesting to note that the system promotes/demotes the top-most alt character in your roster instead of the highlighted one, but if you try to kick a character or alt from the fleet, it will properly kick the highlighted character.

So:
- create account B
- get a character leveled enough in account B to join fleets
- invite, join, rank up captain B
- captain B create a private team with alt in account A
- captain B promotes alt A <-- have not done this myself, someone else can fill in the exact steps
You can then use captain B to promote as many alt A's as you want by following the B-team-and-rank-A steps.
This is a correct method to use, however you only need one console, just create a new Gamertag and voila....new STO account. - Have main account send invite,
- other accepts,
- main account promotes that toon, which can then promote other toons that are offline.
AFAIK and have seen, you must double click a character to ensure that toon is selected and promote, which is the same issue as on PC, as just highlighting won't select the toon on PC, you have to double-click to select a toon, otherwise it will promote the last toon selected.
On a similar subject, on console, you don't need to team up to invite anyone to the fleet either, just make note of the exact character@handle and you can do it from the comfort of a black hole if needed. My fleet were surprised you could do this.
This might work on a PC, but Consoles present shenanigans.

I've never encountered any issues promoting/demoting characters on PC, and I've never double-clicked them.
