Suggestion: Allow event/mission/Reputation warp/sing cores to be re-engineered.

This one should be pretty quick to implement. I could see it taking only a single person maybe a week to do all of them. And another week or two of testing.
But allow for Event and Mission Warp and Singularity cores to be re-engineerable.
Stuff like the capacitor type, and transfer stuff.
Example, the Tholian Event warpcore is S->W, with SCap.
Well as a Sci-Torp build I'd like to have that as A->E with ACap. And for my DEWEPG character, A->W with ACap.
And Eventually make more stuff re-engineerable. Like competitive impulse engines.. Sector speed? I need flight speed or even turn rate. Not Sector Speed.
