I'm guessing this is from a stream I've seen being mentioned?
The stream starts about 45 minutes from when I'm typing this. Apparently the source is a Reddit thread, so grain of salt.
EDIT: Never mind, what was advertised as a "stream" about the ship was in fact just a beauty-pass video. Nice looker. Too bad I'll probably never have one.

Ten Forward streams every other Tuesday on twitch, facebook, and yotube at 4:30pst. You can find the saved videos on twitch or on youtube under the "live" category of Star Trek Online's channel. Whenever there's a new ship, there's a stream for that ship (next TF stream will feature the summer event ship).
As for the two beams: it's the *exact* same philosophy as the Maelstrom torpedoes. Jonathan is making punchy new weapon variants and he does not want them to simply replace all existing weapons of that category with overwhelming power. Hence limitation, It's a very considerate step made to let us have fun things without those things wiping out existing builds, forcing players to pony up to the new hotness. This generally follows extremely long-running player sentiments that when MMO devs do these kinds of "destructive" updates, it's frustrating. So there's limited room to complain here. Sure, you can't do what you feel most reflexively inclined to do. But not all impulses are worth designing for (because giving into the moment creates much wider issues).
Other beam arrays also exist to fill the gaps left in the build, and that's rather the point. Picard style phasers are also a very likely thing to come out of the next Picard-themed lock box if visual consistency is a top priority.

The narrow beam phasers from the Constitution III can be claimed for free from the Dilithium Store, at least after getting the ship they were there for me on that character.

The same might be true for these phaser beams you mention. But that's difficult to determine without at least a blog post.
MY question is.....lockbox or RD promo ship? For I feel, either way, the answer will be dismal.
I doubt anything is ever going to be done with the feedback that regular faction ships should be C-store.
