At least with the Breen, it's only their cruisers (Chel Grett's) that use it I believe. So it should be less annoying than the Hirogen's.
Also, if the patrols are more like Fleet Alert than The Ninth Rule (a given number of waves with some time in-between instead of continuous arrivals) then players should be able to better counter them by using Sci team strategically.

This reminds me of the old (and seemingly neglected) Colony Invasion TFO, due to its also choosing a random OPFOR from a list... and how, some time ago, I opined how how said TFO could be brought up to snuff.
First run on the Mars one on normal.
Collect 3 crews and bring them to the ships and repeat once. Easy.
Then, destroy the remaining enemies. Easy as well.
Then, game considers there are still remaining enemies. Except there's none.
Collect all the loot that dropped and during that, after a few minutes of nothing, game finally acknowledges all enemies are gone.

At least with the Breen, it's only their cruisers (Chel Grett's) that use it I believe. So it should be less annoying than the Hirogen's.
