I've got a level 60 character, several ships, a lot of equipment, and no clue what to do with any of it.

What I knew I've forgotten, and there seem to be a lot of changes over the past 22+ years.

Where can I go to re-educate myself? Or am I better off starting from scratch? I hate to have wasted all that progression.

If you could ask specific questions, there are people on these forums who can help. Sounds like you're looking for build advice.

It may be advisable to start over. There's a Delta Recruit event going on right now and running for about another month, though once you get your tesseract device early in the tutorial, you can take your time completing your account-wide objectives.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

There's no need to waste your progression but sometimes starting from scratch with a new character can help with re-familiarization. Developing your existing character step by step is perfectly okay.

Is there anything you can pass along about your current character, gear, or what types of ships you like to fly?

Don't delete your existing captain(s), just start a new one. This is a good time to create a new Federation 2409 (not TOS or Discovery), Klingon, or Romulan since they will be a Delta Recruit and earn rewards for themselves and all of your other captains now and in the future. https://www.arcgames.com/en/games/star-trek-online/news/detail/11541623-the-delta-quadrant-needs-you!

For the Delta Recruitment you do NOT need to finish all of the tasks during the recruitment period, you only need to go through the tutorial (and first mission or two?) until you get the communication device thing. After that you can spend as many years as you want completing the delta tasks.

You get the tesseract device just after the "Advanced Phaser Training" section, before you even leave the Academy. It's literally in the first few minutes of play. So yeah, that would be my advice too - keep your 60, but start a new toon and play through that. One advantage is that every 10 levels up through level 50 you get a selection of your gear boosted to your new levels. (I usually select the Ship Equipment option, but that's just me.)

One thing that no one mentioned about the Delta recruit rewards, for your other captains to receive all the account rewards you have to have a Federation, Klingon, and Romulan Delta recruit.

That's why I made two KDF recruits this time around. Already have Romulan and Fed.

One on my paid acct, one on my FTP acct

I agree with the above. keep your existing stuff in the cupboard, enjoy a shiny new Delta recruit,, thne when that one is endgame, dust off the senior and get him/her into shape. by then, the next recruit will be on you, since there are several now

That's true but unless I'm misremembering it the extra rewards are pretty minor, something like 30 marks per story arc? It's better (in my lazy opinion) to wait for Klingon Recruitment to create the KDF captain since then you unlock a much bigger pile of account-wide rewards, and for the Romulan or Fed you have the option for one of them to claim the rewards earned by the other instead of hunting down 20+ delta data caches.

Yeah, it amounts to like 300 fleet marks and 3000 dilithium ore for the Klingon Episodes, but if you play a bunch of alts that could be a good bit of ore. Plus many of the Klingon Recruitment tasks take a LONG time to complete. 2500 melee kills, 2500 space kills from cloak, and the longest taking (in my option) 150 random queues.
