Lorcas custom controls or vulnerability exploiters?

I always use LCC on my builds but I'm working on a surgical strikes build on the legendary Kelvin Connie. Is it better to replace this with an exploiter in this instance? I won't be using the two piece anyway as I dislike duel beam banks (even wide arc) and torps. Severity seems to trump crt chance on this occasion but I'm unsure as to the value of the shield pen.
