It is quite possible that Maelstrom Torpedoes could be used to great effect, if one were to use them in a very specific fashion.
However, it has been stated many times by the development team that STO is a casual focused game with the vast majority of the playerbase being casual players. As such, expecting people to know how to not fire these torpedoes automatically or how to coordinate firing modes with firing these torpedoes for maximum effect, or even having the patience to try and set up a big spread once every 90 seconds from these torpedoes in STO's fast paced combat seems... how do I put this... unlikely? I'll go with unlikely.
I would like to suggest allowing the Maelstrom torpedoes to fire normally, like every other quantum torpedo, every 8 seconds, but to have a secondary function that builds charges once every 30 seconds that only activates when interacting with a special firing mode. This would allow the torpedo to function -at the very least- normally for most people without massive drawbacks and with a beautiful TMP visual, while also having a unique and interesting feature for interacting with special firing modes that would (probably?) provide a benefit on occasion to those autofiring while still definitely providing potentially awesome benefits to those who lean into the original design intention by exercising patience and coordination.
P.S. I would also like to draw your attention to my suggestion regarding the Legendary Akira's build being modified to a flight deck carrier, as the designer intended her to be a carrier, and the fact that flight deck duty officers that reduce relaunch cooldown overperform strangely on dual hangar ships and underperform on single hangar ships.
