Legendary Akira and Flight Deck Duty officer quirks/bugs

Hello, Johnathan Herlache! It is my great hope you will see this or have this brought to your attention.

First off, thanks so much for your excellent work so far. I have seen your efforts, working on pilot and trying to make shields "un-useless" and all the lovely tweaks and corrections you seem to be putting out rather rapid fire. I eagerly await the improvement to concentrate firepower to prevent pets from stealing the procs, THANK YOU SO MUCH! I am very excited to have you at the helm of STO's systems design based on what I have seen so far!

When I first thought to take to the forums regarding the Legendary Akira, it was in hope of getting you to consider transforming her from a multi-mission cruiser into a flight deck carrier. She seems like she's already quite close to it, you'd basically just have to add a second hangar, and swap weapon system efficiency to attract fire to make the transition. I thought it would be a particularly appropriate request since her designer had envisioned her as a carrier torp boat. This is a copy and paste from memory alpha regarding it:

"In a July 1999 partly published interview, conducted by Larry Nemecek, Alex Jaeger stated that he created the Akira as a sort of 'carrier/gunship,' elaborating, 'This was my gunship/battlecruiser/aircraft carrier. It has 15 torpedo launchers and two shuttlebays – one in front, with three doors, and one in the back. I really got into it with this one, with the whole idea that the front bay would be the launching bay, and then to return they'd come into the back, because they'd be protected by the rest of the ship.'. (Star Trek: The Magazine Volume 1, Issue 3, p. 48)"

I believe this was the inspiration for making her an escort carrier in the game in the first place, and as I said earlier, I would be very tempted to ask you to consider making her a flight deck carrier because of her design intention, and since the Legendary version is likely the best opportunity to manifest her "ultimate canon or ultimate design intention form" then perhaps going the full nine to manifest her carrier design might be in order.

However, upon further reflection, I realized what my biggest issue with single hangar ships is how poorly they interact with flight deck duty officers that reduce hangar cooldown.

Flight deck duty officers that reduce relaunch time "trigger" when you activate a hangar launch command and seem to very specifically perform best if two hangars are activated in rapid succession/simultaneously. As such, they perform aggressively well on ships with two hangars, but do comparatively little on ships with a single hangar. Because of this, even if you try to build for keeping your pets out by relaunching them swiftly when they get destroyed (which pets die basically all the time and there's no really good way to prevent this), a single hangar vessel simply can't do so efficiently.

For example, on a ship with two hangars being triggered in rapid succession with 3 purple flight deck duty officers to reduce relaunch time and minimum aux power (aux affects relaunch, so higher aux would have better numbers than this), my toduj squadron relaunch for both hangars goes from 25 seconds to 10 seconds with 3 purple quality flight deck duty officers. On a single hangar vessel this would just reduce the 25 to 17 seconds.

Using two of the same duty officers will reduce the 25 to 15 on a dual hangar ship but just knock off 5 seconds for a relaunch of 20 on a single hangar.

This also does not seem to be functioning as intended based on the description of the duty officers. Each purple says it reduces hangar relaunch by -4 seconds. With three, I should see 12 seconds removed from the relaunch time (minimum) with the overperformance of dual hangar triggers resulting in either twice the cooldown or hitting a global cooldown. I do not see a "global" cooldown effect of the horizontal bar cascading down when I rapidly launch both hangars, so there's some other... weirdness happening that makes these duty officers underperform based on their description for single hangar ships and overperform on dual hangar ships.

Because of this, my biggest problem with single hangar ships is that I often find myself with no pets as they will die and I can't readily replace them, even if I make the same investment to do so as on a dual hangar ship.

So... ultimately, maybe I'm asking for both things.

Please consider making the Legendary Akira a flight deck carrier to fully realize her designer's intention. I do think this could be in order for her ultimate "Legendary" form. If you check the reddit post regarding the announcement, you'll see two people who chimed in wishing there were two hangars, and neither of them is me. If there are three of us in this vocal minority within hours of the announcement, I'm sure there are plenty of others who would like to see her true form realized as well.

But also, regardless of if her build gets tweaked to be a full carrier, if you could fix flight deck duty officers to make them function equally well on single hangar and dual hangar ships, that would be great for reducing the pain of having a single hangar on the Legendary Akira.

If these duty officers worked how the description currently states, I think they would end up underperforming and feeling like a nerf relative to how they currently perform on dual hangar ships. So perhaps if instead of triggering on hangar launch, they could just innately reduce the relaunch time. If purples reduced relaunch by 20% per duty officer, that would take the 25 down to 10 for both dual hangar and single hangar ships. Having two purples would reduce the relaunch from 25 to 15, and would thus reflect the higher level of performance the duty officers have on dual hangar ships regardless of the number of hangars a ship has.

Making blues 15%, green 10% and white 5% would probably work nicely with blue granting 13.75 and 17.5 second cooldowns at 3 and 2 doffs respectively, green granting 17.5 and 20 seconds, and white granting 21.25 and 22.5 seconds.
