trait slot help

I purchased the 10th personal space and ground trait slots at a fleet and slotted a trait in them when I unlocked them, but when I checked my traits now both slots are showing as locked. Also when I went to the Fleet Research Lab I am not seeing the option to buy the slots indicating I've already purchased them. Any idea to resolve this would help

    The trait slots you actually bought are the 5th Reputation trait slots for Ground & Space.
    The 10th Personal trait slots are unlocked by using an Elite Captain Training Token. (The tooltip on those slots are wrong.)
