Colony Fleet Projects Locked up

Does anyone know or as to why the Colony Fleet projects are locked up??? If it's a bug then it needs to be fixed. If it's something else then what is it( a little explanation of what has changed 'nd why). Could use some help on this.

    Yes, this is a bug that occurred after the recent updates to Fleet DOFF donations. Yes, the devs are aware and are working on it. Please do not report bugs in General Discussion, but rather in the appropriate Bug Reports subforum. Additionally, please, look to see if there's not already a thread regarding your intended topic as duplicate threads just crowd the forum and are either closed or merged, and you may also find that your question may already have been answered.
