A couple of questions

I'm wondering about a couple things.
First does maximizing the speed stat with the lower left side option affect warp speed? Sorry if that isn't clear, I don't know what that control is called.
Second after leveling up Gamma task force reputation, do I get both the gamma warp core and singularity core or once I choose one thats the only one I get?

Yes, the science track unlock path (one of the horizontal blue lines below the skill tree, with selection nodes) does have a choice that affects warp speed. Just select sector space travel speed instead of transwarp cooldown reductions at the lower left node.

They are separate projects so you would choose which one you'd like to get.
