A suggestion based on 3 premises, so if the Devs disagree with these then oh well
- Torpedo-centric builds are somewhat popular
- Certain skill trees/specializations could use not just a numbers tweak but some new tools to generate greater interest in them
- BOFF skills for torpedo ships are fairly limited to a small handful compared to options for DEW builds and SCI-wizardry builds
As such- I'd suggest adding torpedo and/or mine related abilities to Engineering and Pilot skills. Possible options could be to briefly reduce reload times (always popular for Tosp users), provide further shield penetration (again always popular), or creating DOTs.
Outcome of this would hopefully increase interest in Cruisers and pilot-spec ships, at least amongst the PvE DPS lovers in the game.
