Leaver penalty unfair for leaving a 5 man tfo that only has 3 players

I'm sick of getting a leaver penalty for leaving a TFO that has only 2 or 3 players out of 5. There is no or little reward for not being able to complete main and or optional objectives especially ones where the reward is based on x number within x timer
