Just to be clear and to avoid any potential disappointment that may have occurred the last time the issue of a Tribble fleet came up please note that there are very few players over there so the possibility of starting a teamed TFO is slim to likely none, that nothing accomplished on the test server can be transferred to holodeck, the Zen store is disabled, and that you'll likely be the only fleet member on. It's just for testing.
The test server is a great way to experiment with your build though via the special console across from the bank on Drozana Station and being part of a fleet over there grants access to unlimited fleet items given that provisioning projects and just about everything else is free
