They turned of Tribble a week or so ago because of an exploit. That's all I can say
By "exploit" you mean people were using the test server to test the new content, right?
LOL... Yeah... tell me about it. The purpose of a test server is to FIND bugs and exploits. Of course if they have no intention to fix the exploit, then closing the test server makes sense, as they don't want people talking about it or showing it

It used to be that when they were still doing expansions, they'd use tribble to test them & they locked it out to only subscribers. However, they likely saw that very few were actively going to test, so they opened the server to free players before they released Victory is life so that the rest of the playerbase had a chance to try it.
I think the reason why they don't test new missions nowadays on the test server is that they don't want people playing through & ruining the hype of a new release by spoiling it for other people. One way around that would be to invite a group of people from the playerbase into tribble server & make them sign an NDA to prohibit details from being spoiled, but then that would only enable a small group of people to test in the first place.
