[Suggestion] BOFF System Review

Again, I don't even know if a Dev (or someone who can decide) will actually see this, but I've tought that the actual BOFF System is WRONG:
FED Boffs are totally useless, KDF Boffs are TRIBBLE (except for Nausicans, which still are way too far from actual being good) and Dominion BOFFs are ... meh.
The only good BOFFs are Romulans. Don't you see how this is wrong ? Why Romulans should be that better then other races ?
And yes, my main Toon is ROM (just for saying).
This is what I've tought.
EVERY BOFF Should have:
1 RACE Space Trait
1 PERSONAL Space Trait
1 RACE Ground Trait
1 PERSONAL Ground Trait
RACE TRAITS are common to all Boff of said Race.
- Romulan could have something about the Cloak (like Subterfuge)
- Human can have leadership.
- Most races can have EFFICIENT (+ pwr levels)
- etc...
PERSONAL TRAITS can be found on every BOFF. These are:
- Infiltrator
- Operative
- Pirate
- Soldier
- etc...
This way every faction can have Operatives (which, for now are to best Traits) and as for the Race Traits, it would be a nice way to have different combinations and side-effects.
