Ship customizer bugged - Brel and legendary ships

Since the introduction of legendary ships, the tailor for ships such as Kor/B'rel bird of prey is bugged. i have all the skins other than the legendary skin unlocked, but mixing any of them now tells me i have to buy the pack with the legendary b'rel.
as far as i'm concerned, that's not what the deal is supposed to be. the only thing the legendary b'rel should effect is the legandary b'rel skin.
which on another note, why is there no option to buy just the skins for these ships without the exorbitant price, or just individual legendaries?
