Request: "Cinematic" UI Mode

That was basically the best name I could come up with. It's simply a UI toggle option that would allow us to disable the in-world 3D UI pop ups on ships and characters, like some of the extraneous shield and hull effects when certain abilities are used and the symbols that appear above ships when things like Tactical Team are activated. While I appreciate the popups to help show what's currently going on around me, the sheer number of traits, abilities, and skills that all can trigger some kind of visual effect means combat in STO can sometimes look like nothing but blinding, floating disco balls whirling through space. It's really just an extension of the existing directional shield FX toggle that's already in the options menu.
