Inconsistent Enemy Ship Difficulty

I've noticed that enemies difficult on PVE mission is wrong:
Borgs are too weak ... Tzen'kethi are too tough ... and Voths are a pain in the a** !
Ok, Voths should be strong, so nothing really wrong with them.
But the fact that one can annihilate 3 borg cubes in 15 seconds is WRONG !
Borgs are the ULTIMATE enemy. In First Contact it took a whole fleet to take down a single cube.
Then we come to the Tzenkethi ... I don't even know where to start with start. Who the f**k are the Tzenkethi ?
Undine are strong ...
Borg are strong ...
Not the Tzenkethi ... they should be on par with Feds ... AT BEST ! How is it even possible they stand a chance against the Alliance ?
But here in STO we have Tzenkethi ships that don't go down ... their "immunity" was fun, for a while, but now is just a pain. How can we go through their "I don't take damage" time ?
