Fleet upgrades

Had someone tell me not to slot my t5 starbase upgrade before I slot the last 2 upgrades ( engineer and science ) because if I did it would not let me finish my starbase. Is this a thing with maxing a holding out??

    Thank you. I figured that was the case. But I wanted confirmation from a more reliable source before I went ahead and slot up the project. So close to 85 dont want to mess up! Lol
