How about 'economy c store ships'? No bells, no whistles, not even consoles....akin to like a fleet ship, almost. Just a bare bones ship, with some nice traits.

And an ideal way to make other ships seen in Trek. I'd love to see the background ships from the Kelvin films, like the USS Mayflower, the USS Armstrong, the USS Armstrong, etc. (and most would be easy, the USS Kelvin model is the base template for those ships)

For someone on a budget, 3000 zen c-store ships are often on sale for 2400. There are also the elite faction starter pack ships for 2000 list price with extras (Reliant, Kor, Malem).
Offering two versions of the same ship in the C-Store would make it easy for new players (and old players not paying attention) to buy the wrong version by mistake, causing support headaches.
If anything, they are focused squarely in the opposite direction, on pushing cost as high as possible. You would be more likely to get those ships as $100 Legendries then as low cost ships.
Cryptic still does C-Store releases.. at least for now. That's all the non whales are getting outside of things from events. Your idea isn't bad, not at all.. but Cryptic has no interest in 'measly' little $25 transactions unfortunately.
