There is no way or at least no realistic way to "fix" the dilithium exchange if the game still is a p2w fest. They allowed a good portion of the player base, basically the people who run the dilex, to bypass the game usage for their dilithium buying with zen whatever they need. The lockboxes and now legendary packs come with the best traits, weaponry, and above all ultimate upgrade tokens. You combine all that and you have people sitting on piles of unused dilithium.
Cryptic will not make anything to annoy their whales and the rest of the player base will have to endure these half-baked "solutions", as the terrible one with the reroll tokens, that didn't a dent on the problem and is penalizing new players.
People like me have 0 need for tokens and even if they raise the cap for the endeavors I can simply brute force my way through most of the bad ones or ignore them until a new one pops up.
