Zero Cooldowns

Just fought a guy who can respawn pets, use kits, traits and weapons on full auto, no cooldown times, why after dying (away from the respawn point) he could get back up and attack while his body was still on the floor (and no he did not have Red Angel or Mudds, no room for it unless he has extra slots for kits/items). Even with traits and kits that permit reduced cooldowns (to a min of 25% of the original) this dude had none! I'd like to know just how someone can have zero cooldown times for kits, pets and the rest.
