Red angel suit not working

Came back after months off for summer event and my red angel suit doesn't work properly anymore. The skill Temporal Shockwave is now always greyed out on every character and doesn't work no matter what i do. Am i missing something or what? Did they change the suit to not have that anymore?

Works fine for me did you remember to target an enemy (as it remains greyed out if no valid target is selected).

So. Many. Times I'll activate the suit and be firing my usual weapons and by the time it catches up, it collapses.
