I've read that the event "Starbase Incursion" is available to anyone in a fleet. How do I play it?

How do I start and play the even "Starbase Incursion"? Is it still available to play?

    You just simply need to queue up in the PVE listings tab, it may take a while to kick off as not many seem to queue for it nowadays..
    so best suggestion is if you have any fleetmates on at time, tell them you are interested in playing it and ask them to come along to help..
