Warrior's Sash - Account Wide Unlock

Can we make the Warrior's Sash, which was given on the 25th and 30th Anniversary special event, an account wide unlock? I earned it on my main toon, but would like to use it on a new toon. Since I did earn the reward by participating in the event, I should be able to use it on any toon I create, past, present, or future. Thanks
