Request: Adjust Dil:Fleet Credit Exchange to Scale by Holding Tier to Encourage More Dil Donations

This is fairly straightforward, but I've noticed that even among large, active fleets, most do not donate Dil nowadays (unless a few are whaling hard or have plenty of whales), and some SB or Colony projects have been stuck at T4 for a far longer time than usual. What I propose is just to increase the amount of FCs rewarded per Dil from 1:1 regardless of tier, to a scaling setup.
Generally speaking:
Holding Tier 0 & 1 = 1 Dil : 1 FC
Holding Tier 2 = 1 Dil : 2 FC
Holding Tier 3 = 1 Dil : 3 FC
Holding Tier 4 = 1 Dil : 4 FC
Holding Tier 5 = 1 Dil : 5 FC
Scaling increases at T2 and T4 encourages Dil donations to reach T3 and T5, and the additional scaling boost at T3 and T5 help with encouraging Dil donations towards side-projects as well as Provision stocking.
As Fleet Credits are also used to buy Fleet-related Provisions to turn in for consumable Provisions, excess FCs can be spent back on Provisioning and other Fleet Holding projects; esp. for those Fleet members who've already geared up. At the same time, this encourages Fleet members to be a little less tight-fisted with their Dil stockpiles, since their value actually increases with the Holding tier.
