The patch server is broken and cannot deliver the updated launcher executable. It gets down to 33 mb and then restarts the download, over and over and over, as long as you are willing to watch it. Meaning the game is now unreachable since you cannot login until you can get the launcher running instead of pretending to update. Is it possible to download the latest launcher executable directly somewhere?

No. The executable is already in your game-folder, but if it won't update, you'll have to keep reattempting as it will do this regardless.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
OP, you might need to go into the Live folder in the place where you downloaded Star Trek Online to. Click on the folder localdata and delete the GamePrefs.pref file. Then click on the Star Trek Online launcher and see if that resolves the problem. I do not have this problem.
Since I had left it running (and running, and running) it accidentally did something right and updated the launcher after a while. I didn't see when it succeeded, just came back and found it finally open. But this extra un-announced feature of the game really needs to be fixed. Why can't the launcher be updated at the same time as the rest of the game?

It is a handy link for those wanting to install the game without using the ARC overlay.
The ARC overlay does work fine though as you can still put a shortcut to the game .exe on your desktop to bypass it if desired.
