Just an idea, but when there is not a new recruitment event maybe cryptic could give players the chance to buy (for zen/cash) an alternative version of old event items that can be applied to existing characters.
It can't be just me that would pay to not start a new character and doesn't mind if I have to do more (e.g. kill all the slay enemies of the empire before getting the ship).
It's an interesting idea, but even for zen it might not be worth the developer effort trying to create and fix and re-fix and re-re-fix the code needed to change an existing character into an X recruit, set all the proper character state and give them their progress doohickey.
Also, progress is tied to completing story episodes that your existing character has already completed once or more. They'd struggle getting completion to work for replay # 3 of an episode.

It would be far easier just to re-run the Recruitment events. The benefits far outweight the suggestion you make.
