PS4: My KLI toon can't assign Gre'thor's Chains manuals to BOFFs

Anyone else having this problem? I've tried doing it standing in front of the training manual merchant, at the Winter Wonderland originally, as well as at the Academy with no success. The manuals are sitting in my inventory but they don't show as available in the BOFF away team abilities section. ???
