As the title says I saw that Base TNG Klingons are able to use the Humanoid head option aka smooth head in order to create proper TOS klingons, or if you're female to go with the Half Klingon thing with those small ridges. But The Liberated Borg and Federation Klingons don't have the option. I have to imagine that this is an oversight (My main Klingon toon is a Liberated Borg one and it really hurts to not have these options), does anyone know if this is intentional?
My guess is either Lore or Immersion. Either because 2260s Klingons never worked well with Starfleet (even on Organia) and would never join, or because it's a little too easy to make a dark haired human or alien with the correct facial hair and call them Klingon anyway.
For Borg, maybe they just didn't consider a way to put Borg Augmentation prosthetics on non-ridged heads within that faction. Or just so you wouldn't be confused for Human XB given the common paleness.
Either way, I think it's for the visual distinctiveness.

They've added borg implants to many species via the assimilation kit module. I highly doubt visual distinctiveness or the lack of ability is the reason.
But yeah, I considered the reason the fed ones didn't get the option might be the show, but I'd still prefer some sort of confirmation
