Lock Item Purchases That Are Impossible To Use

I'm sure this will fall on deaf ears, but I think there should be a system in place that prevents players from wasting various currencies (EC, Event Items, Lobi, Dilithium, etc.) on items their character cannot possible use and then binding the item to character. It can be very difficult with the current inventory system to know whether an item has already been purchased that you can use only one of. Like when you own a kit module and mistakenly purchase it again because maybe you thought you bought it on another toon. Or perhaps you bought a kit module for a Tactical captain while playing your Science captain. You are now stuck with a bound item and have wasted currencies.

I don't know why this can't be prevented by the system.
