Well it depends on how you want to build it, what you do with your intel abilities.
For sure OSS is the most widely useful ability. You just have to remember the back end it shuts down a subsystem randomly. That means with 5s left on it you want to hit engineering team.
I'd say surgical strikes isn't really good these days, it used to be a lot better when intel first came out, but these days its probably not worth it, unless you're in a ship that can't do a tac LTC or has too few tac BOFFs.
Ionic turbulence is a nice aoe debuff, which pairs quite well with say a gravity well and the electrified anomalies trait, but its generally too slow to activate outside of that, in my opinion.
Another one that might be useful, especially to fragile ships is intel team. Used properly, it lets you effectively fire while cloaked, but it is difficult to use to that effect. The defense bonus and threat reduction are still useful in STFs of course.
Electromagnetic pulse probe is a strong control ability if you can pair it with gravity well, but isn't too useful outside of that.
