Is This a Useless Duty Officer Ability? (PlayStation)

I acquired a "purple" Duty Officer with an ability I've never seen before, and I'm not sure if it works on Console/PlayStation, because we don't have the option to activate Carrier Commands in any of the ability/radial menus.

"Flight Deck Officer: Increases the damage of any carrier pet launched from you hangar bays while they are under the affects of Carrier Command - Escort.

Increase carrier pet damage by 10% in Escort Mode."

So since we can't give Carrier Commands, should I just use this Duty Officer for an Exchange Mission, or grind it down for CXP and three "blue" Duty Officers? Or are the Console versions of Hangar Pets in Escort Mode by default, and therefore the ability is in effect?

I don't know the answer as I don't play on console.. but that BoFF power is frankly useless either way. Even if it works, grind it down.

I'm of the opinion all Flight deck Doffs are useless, but my carrier pets never leave attack mode, which is the default.

Escort mode is especially useless as it requires you to have a friendly targeted, and keep them targeted for your escorting fighters to actually work, as far as I know.
