Borg space too small?

Borg space in the Delta Quadrant is supposed to be 9,500 lightyears around. But yet in game its one rather small sector in the Delta Quadrant and a corner of the Alpha Quadrant. Now I know Janeway did a number on them, but I would imagine that once Voyager left the DQ, the Borg there would have been able to recover most of their space with quick assimilation and ship production without human interference. Or did Janeway just completely decimate their holdings in the DQ and that's why its so small in game 30+ years later?
