The only sensible choice for me is to use it on the only ship my main flies, the T6 Temporal Escort.
The question then becomes, how the hell am I going to get enough to upgrade all the ships my full rotation of characters uses... I appreciate how they've made sure these upgrades are available via a few different methods and without necessarily requiring I spend money on them, but none of those methods are particularly speedy or friendly to people with more than two or three alts they put effort into. I'm sure I'll get to most of them in time, but it's gonna be a while...
