Since it looked like a fun thing, I sprang for a Risian kit frame and mounted a Risian kit module in it so I could see those special 'random' powers activated. So far, and I've used it quite a bit, nothing unusual has happened. The one module I equipped works fine, and I like it. (Ball Lightning) But there have been no random effects. Is the tooltip badly written? Is it supposed to do something other than randomly provide the effects of a random Risian kit module 20 percent of the time?

Well it definitely works. Keep in mind, though, if you're using the Risian modules, most of them have long cooldowns, so you may only be using 5 a minute if you at least have a couple of the shorter CD ones. That is 5 chances at 20% each which isn't likely to get you a random effect. Of course when you get the floor is lava or one of the wind turrets, its exceedingly noticable.
I had purchased the Risian Kit Frame & purchased 4 Risian Kit Modules.
For my experience I received a boost in weapon damage, it worked for me, but for only 3 Risian Kit Modules.
My testing involved having no Risian Kit Modules placed then I placed all 4 to see the numerical change.
Then I furthered the testing by placing 1 Risian Kit Module at a time & noticing the numerical change.
If the limit of 3, for weapon damage boosting, is intended then it would've been nice for Cryptic to have it state as much, or maybe 1 or some of the Risian kit modules are registering, but its not like Cryptic is proactive much of the time for communicating.
My experience with it activating the effect of another kit module effect has been random & haven't messed with that much.
