Cannot Invest or Recieve Skills, Specializations, or Traits

On Tribble, I had tried to upgrade to T1 on a reputation to try the reputation traits, but I did not recieve the traits. I tested three other characters for this issue, but only this character is affected. The only deduction I can come up with is that the reason this character is affected my have something to do with its veteran status or as its status as a delta recruit. Additionally, as they have seemingly disabled the ability to file a bug report on Tribble, I am unable to provide more than screenshots.

In case anyone is wondering, I did look through the trait menu. And the traits are alphabetically listed, which means the are not there. Additionally, the other traits and tiers are from this toon's time on Holodeck, and are not part of the issue.

To ask some, perhaps obvious, questions:
- Have you switched maps since reaching Tier 1?
- Have you relogged?
- Check also that you are in a proper 'social' map where you are allowed to change your traits, e.g. ESD, DS9, K7, etc.
