Correct me if I am wrong.. but in the story where J'Ula's people use the virus.. they had been in the current century for some time at point no? So they didn't engineer it using technology strictly from their own time period, they had access to 'modern' tech and as we saw later in the story line.. they had allies inside the Klingon Great Houses, so is it so far fetched that they would have had access to this type of tech?
As for the Klingons not being technologically advanced, the argument is so ridiculous that it's barely worth bringing up. The incident described as the 'Vulcan Hello' took place in the year 2016. Zefram Cochrane didn't even develop working Warp Technology until the year 2063 so at the very least, the Klingons developed Warp Travel almost 50 years before humans. And that's assuming that the technology was new to them in 2016 (I don't know what year Klingons actually achieved Warp.) So this 'non advanced' race beat us to the punch by 50 years.. what does that say about humanity?
Honestly as it has been stated our point of view to the Klingons is thru the nobility and warrior caste, also IIRC Klingons have been depicted as "street smart" aka uneducated but capable in their chosen field. We must remember that uneducated doesn't have to equal stupid.

A version of the virus, but computer virus is just program with a specific purpose, there's theres very little if anything preventing House Mo'kai from creating a virus that repclicates the effects of the original virus while adjusting it to work on current OS.
The system you were thinking was Prior's World and honestly IIRC we do not know how current version of the virus is distributed.
